jbcrwentz
My 2004 ES330 Failed Readiness in Georgia Emissions Inspection today. The printout from the Inspection Station was as follows: Your vehicle did not pass inspection because the on-board computer is "Not Ready" to determine the status of the pollution control systems on the vehicle. Apparently there are no entries about the Emission System in the computer memory. The printout from the testing facility indicated the possible causes were a recent battery replacement or having given someone a jump start. The document recommended driving the car 1 - 2 weeks under normal conditions in hopes that whatever cleared the memory will not happen again ,
George_Jetson
So what is your question? Do you want to know what the readiness monitors are? You have already stated the two most common reasons that they are not set.

George_Jetson
Well it certainly falls under the emission warranty, due to the fact that the ECM has not met the conditions to run the full drive cycle monitors. I do not know exactly how many years / miles the warranty is, but if you have not passed the warranty period by all means take it down there and have them fix it on their dime. Do not let them try to tell you otherwise. That of course assumes that you have not disconnected the battery, or jump started it.
