Engine Levels Off

There are two levels inside of my engine bay located near the headlights. Are they headlight levels or engine levels?

Is it automatically adjusted? If not, how can I adjust it manually?

Note: They are offset. Car is 2001 Lexus ES300.

for lights. should be correct, before you adjust, park your car in level

Yeah, headlights. My bubbles are pegged to one side (lights are pointed up a little), but the beams shine right where they're supposed to. Unless I'm just one of those d-bags whose lights are too high and blinds everybody. I hate those guys.
