My service consultant is recommending I replace my PVC valve during the 30K maintenance. I've checked through the Service Guide and it is never a recommended procedure. Should I replace the PVC? Thanks

You can do it yourself. Buy the part (OEM) at the Lexus dealership and you can replace it in 5 - 10 minutes. No special tools needed.

As I remember it is PCV (Positive Crankcase Ventilation) Valve. I don't think it's a replacement item on a Lexus. Correct me if I'm wrong.
