Turn Signal Volume Setting Procedure

Does anyone know how difficult it is to set the Sound Volume on the Turn Signals?

I suppose, several volume levels are set at once.

Is this something that a small shop can do or does a dealer have to do it?

Is it done through ODBC or what?

Any idea on the time that it takes or the cost?
