Can't Turn Off Panic Alarm After Replacing Remote Battery

One of the remote keys has been missing the battery. The previous owner said it kept triggering the car alarm so he took the battery out. I have not bothered to replace the battery for a long time since the I have been using the second set of key without any problem. Anyway, I finally get around to it and just replaced the battery. As soon as I pop in the battery, the red LED light flashes repeatedly and the car alarm went off like crazy. None of the button works and the only way to turn it off is to put the battery in the ignition and turn it on. The manual does not have any info on this.

Anyone has any idea what's the problem is and how to fix it? Could it be that the remote is just bad, or it needs to be reprogrammed by a dealer?
