Ac Fan Control Problem

I have 98 ES300 and fan control works in low speed only. Pressing arrow button to increase the fan speed does nothing. The display does shows the speed bar going up but fan only runs in low speed.

Could it be the fan control relay? Where can I find it? How could I test it? What's the part number? Is there relay diagram?

Can I put this model into HAVC diag mode? Should I replace filter? Where is it? How?

could be the blower motor control relay..or the blower resistor (not dead sure it has this I am looking at a Haynes book)

Where are blower motor control relay and blower resistor? How do you check them? How many are they? Any diagram?
