Charcoal Cannister "soaked"

Local dealer told me that the reason I was getting the warning lights was that the "charcoal cannister was soaked due to overfilling". Does this make sense to anyone or is it an attempt to set me up for an expensive repair, or does he just not know why the warning lights are on?

If it is, it is a FREE to replace since it is a FED emmisions issue
