99 Headlight Replacement

My 99 headlights have the typical "hazy" frosting that plagues many of us. I saw on eBAY new replacement headlights for about $150. Instead of buffing my old headlights till my arms fall off, any maybe getting decent results, I thought $150 was a good price for sparkling new headlights. Are the replacement of 99 headlights a DIY project or do I have to take the bumper off, etc.? I've read some horror stories about the difficulty of this. What's the truth and are there any instructions out there.
