Is it best to have brake pads replaced by the Lexus dealership, or can a qualified mechanic do just as good a job. I'm starting to hear some rattling around the brakes. What would an estimate cost be at the dealership?

Lexus brake pads are very easy to change. You could do it yourself if you even a small amount of DIY skills. Any qualified mechanic should be able to change them, and at a considerable savings over Lexus. Do some searching here and you will find those who are pro and con on turning the rotors with each brake pad. I say inspect and turn them only when absolutely necessary. Btw, the built in brake warnings should be an audible squeel telling you that your pads are thin. You can also do a visual inspection by pulling one tire and "guesstimating" the amount of material left. I won't go below 1/8" and prefer a bit more.
