Help! Weak Power Steering At Idle

i have a 92 sc400 and when the rpm is under 800 the steering is very heavy like no power steering at all, but once i rev the engine there's power. What could be the problem?

either your pump is dying or you need to clean the ps solenoid screen. do a search on the cleaning.
