anyone got any answers for these q's, i'm having the same problem. only half of my engine is working the other half has a really weak spark. how do i test the coil and ignitor? any help will be greatly appreciated

i have a 92 sc400 and when the rpm is under 800 the steering is very heavy like no power steering at all, but once i rev the engine there's power. What could be the problem? thanks for the help
