'91 Ls400 Steering Column

My '91 LS 400 has the power tilt and telescoping steering column. After doing some engine work with the battery disconnected, upon reconnecting the battery the steering column reset itself to the "up and in" position. I can adjust it outward (towards the dirver) but it is limited in the downward adjustment, perhaps midway at best. Does anyone have an ideas on what's wrong and how to fix it?

if it still retracked and went back to driving position before the disconnection, then the issue is likely in the adjustment switch.

if it never moves before on key insert/ remove, then go find the issue in fuse

there should be a button near the joystick. try playing with that.
