98 Es 300 Part Help?

OK, trying this again.

The part in the picture below was leaking gas the other day. I smelled a strong odor of gas, looked under the hood, and it was leaking.

My wife has complained of gas smell off and on (it is her car), so this problem happens sporadically.

Any ideas about what part this is, and why it would occasionally leak?

Thats the fuel pressure pulsation damper. Not sure why its leaking, but there are two thin metal washers that you want check that are on the damper.

I wonder if it it just cost effective to replace this part rather than troubleshoot it? OR could the fuel pump be overpumping or something, and maybe this part is designed to leak like it was?
