Anyway, my question is where does the engine take in air. I opened the air box that houses the filter and it appears that the box doesn't have any holes to the outside. Where does this car get all it's air from? I don't have the answer for your question but I get about 17.5 around town in my 2000 Rx so you're not far off. These things don't get great mileage.
