Roof Rack Attachment - Bike Rack

I have a lexus-made bike rack that I have the dealer installed when I got my lexus RX350. I have been trying to make the clamp work or grip the tube of my bike but apparently, the clamp remains open even on a locked key position, i.e. supposedly, when the clamp is locked, the clamp should be gripping/supporting the tube of the bike.

Any thoughts, help or experience using this bike rack would be greatly appreciated.

I'm trying to decide if I should buy the Lexus bike rack. Has anyone used it? Is it easy to load the bike onto the roof (1 or 2 persons)? I don't have a hitch installed, but may be adding one. Does anyone know of a good hitch based bike rack? Thanks.

I looked at a few roof mount racks but all extended over the sun roof. I opted for the Lexus hitch and bought a Yakima Kingpin 2. It's great. Good luck.
