Low Beam Headlight Alignment

Have a 94 sc400 and would like to vertically align the low beam headlights. Can't seem to remove the clear plastic covers on the bubble gauges. Any help would be appreciated.

I need to adjust mine as well. I think it's a white knob you turn to adjust, but mine isn't changing no matter how much I turn it.

The round barrel type device is I believe the horizontal alignment. To get at the low beam vertical alignment,you must remove two screws and a clear plastic cover, the problem is, how to get the plastic cover off. The bubble gauge is under the clear plastic cover and appears to be ajustable for setting the vertical alignment.
