Ebay comes to mind. You might call the city where this happened and tell them the location of the road damage. I would file a report with the police dept, also. My wife's hood was dented by a piece of rebar that was kicked up by the car in front of her. They said there was no report of debris on the road and therefore weren't responsible. It's worth a try.

Call some of your local dealers to see if they have any take off wheels they may sell you. Some dealers install aftermarket or TRD wheels & may be sitting on a set of stock wheels in almost new condition. Also check if the dealer can send the wheel out to be repaired. I've used Wheels America when I ran a tire shop & they do pretty amazing work at least then half the price of a new wheel. Hope this helps.
