Is trac necessary?

I found a nice Is400 in good condition that I want to buy. The problem is that it doesn't have the traction control and heated seats package. I don't really care for the heated seats as the car is relatively low priced, but I am for the traction control. Is it necessary? Also the car doesn't start the first time. Is this something I should worry about. And the odometer has been broken for 3 years, but it's a single owner car and has serviced regularly.

Sometimes a no-start (no crank) conditions indicates that the starter is failing. 
If the odometer is broken, how can you know for certain how many miles have been driven?
