CUMan
I am assuming that you are questioning the reason for the taped hose at the front of the engine. This hose connects the air control valve at the bottom of the power steering pump to the intake manifold. I would suspect that the old hose cracked, thereby causing an air leak. Rather than replace the entire hose (the end attached to the power steering pump is somewhat difficult to access), someone spliced a different type hose to the good part of the old hose. This is the hose that so often leaks power steering fluid into the engine when the air control valve fails. If a car is losing power steering fluid and there is no visible leak, pull the end of this hose off the nipple and check inside for fluid. If fluid is present, the air control valve has failed. This item is a rather inexpensive thing to replace. Another sign of problems with the air control valve is large amounts of blue-white smoke when you crank the car.
