Cut o2 Sensor while vehicle was running, wont start now!

I cut the o2 sensor while my 2001 Lexus RX300 was running. now it wont start with the new o2 sensor. Keeps blowing fuses and making a whining noise. any thoughts or ideas on what is going on.

Was 'cut the sensor' -on purpose-(?). -a mistake-(?) -or what?
