New 2021 RX450hL member - Fob Remote Start missing parts?

Hi all.  Just bought a 2021 RX450hL in Dallas.  The remote start does not function via the fob (It does via the app).  My salesguy ran the car back to service, and they said it was missing a part to enable it.  He told a story about the Covid year cards having supply chain issues, and this must have been a casuality.

I cannot seem to easily identify which part(s) he may have been referring to, and would to like to investigate having it added so the fob remote start will work, as I'm not a huge fan of subscription based features. (e.g. The phone app.)   If I knew the part, I could show the used (or new) market and install it easily enough I would think.

Ideas?  Thoughts?

So what was the service person's suggestion as to how this omission will be resolved? Perhaps it need to go "up the ladder".
