Strut issue rod retraction defective or normal

When the strut is removed from the spring assembly, the rod retracts by half of the length. 

When the rod is completely push in then released, the rod extends out only half way.  When completely is pushed out, when released the rod moves back halfway.

Is this normal or is the strut defective.
