Fog Light

I am a new memeber to this site, and I already have an assistance question. Can someone help me in regards to replacing my fog light bulb (1996 SC 400). What is the best way to get to it (ie through fender, etc.?) The fog light casing is not cracked, but it does retain moisture, which is probably why the bulb burned out. Also, what is the best means of purchaisng the replacement bulb. My headlight lens covers also have a "worn" or aged look, yellowish in appearance. Any product that can remove the yellow haze?

On a different note. Are there replacement bulbs similar to the new headlights found on 2004 model BMW's, Audi's, etc. Lots of questions for someone that just joined. Thank you in advance for any help.
