Cable hoist won't retract the tire completely.

When retracting the spare tire, it returns only half way into the spare tire well. Could the cable be binding somehow?  Would unwinding and rewinding solve the problem.  I can hear the spare bumping around against the underside of the car when driving.

I'm quite sure your cable is either rusted or bound up with junk on it. You will have to completely unwind it and clean it
