I was told I must use high test and I can only find no less than 10% ethanol. I use ECO drive and the car dash tells me I am getting 25-26 mph. It was advertised as 35 mph. Is the car misinforming me?

I noticed this surging. It was not strong but I could definitely feel it. I thought it was simply the difference of driving a hybrid, my first. I have had the car about 8 months but haven't noticed the surging lately. I do not use speed control.
