2005 Es 330 Question On Auxiliary Power

Wow! That is messed up since about every other car out there does.....including my previous 1999 ES300! Thx Sarah -
I am being informed that an Auxilairy Power Outlet on a 2005 ES 330 is only "powered up" when the vehicle is running. In other words, a cell phone can only be charged in the outlet when the ignition is turned on, or the vehicle is running. I cannot believe this is true? Can someone go check and tell me? TIA
