  1. Your best bet is to take it in to a Lexus dealer. Just by looking at some diagram aint gonna help you out much. You need to replace the timing belt, the tensioner, and the idler, and water pump while you are at it.
  2. Where did you tap into the wires to hook up your LED brake light? If the fuse is breaking then that means there is a short or something. I doubt that the LEDs are drawing too much current to pop the fuses.
