My Es250 Wont Start

yea...it has a new fuel filter on it now... I will drop the tank and see... dose anyone know how hard it would be to do? -
I am trying to help a friend out with his 1989/1990 es 250... it has been sitting for over a year, and now it wont start... he said it use to start no problems...now it wont... do you think the gas has gone bad and clogged the fuel pump? any help will be greatly appreciated....
