I have a police shield on my windshield? You think It could really have done that from the sun?? Why in lines like that?

It is on the top. It looks like straight lines melted the plastic? I have pics if that helps?

I think I might be experiencing an electrical problem with my IS300. It seems like something has melted the plastic on my steering column? Anyone heard of this? HELP!! I am very confused.
