I recently replaced my power steering pump, rack and power steering solenoid on Lexus and power steering is still not working at all. Any tips?

I just bought a 97 ls400 coach edition and need to fix faulty Progressive power steering solenoid on rack but cant find one anywhere. dealership wants 2100$ for part. any idea on where i could find one? part number is 44020-50090
