I have a 1991 Lexus LS400 that does the same thing and I have noticed it mainly acts up due to the anti-theft system... So I can unlock the car and it will set off the car alarm sometimes and with my 1991 it startled me that the horn on the alarm even worked still considering the connector in the wheel is probably fubar and has been for some years.... But once upon unlocking the car for the second time and clearing the car alarm system it lets me start up. Now there has been a couple of times where I had only inserted the key and turned once to unlock driver side door not all doors and it wouldn't start. But when I unlocked all the doors with key it started right up. No wheel lock or anything it just wouldn't let me turn the ignition key at all, like it had locked the ignition key from turning because the cars anti-theft system had gone off. So now everytime I get in my car I make sure to unlock all doors and then start, then lock doors using the door switch. Hasn't failed me yet!
