I have a 1998 lexus es300 and the fan on the console will not increase the strength, it is coming out cold but i can't make it blow harder. Any suggestions? Is this a fuse? Electronic problem?

my air conditioner in the es300 is working but the fan controlled on the dashboard doesn't work so i can't turn it up or down, but there is cold air coming out. what is the problem here?
