i have a 92 SC400...does it matter? i have the lights...i see em...seems like the pointless corner ones but why would it be there and not work?

i cant turn my foglights on...mainly coz i cant find the switch for em...is there a trick to it? someone help!

i have a 92 lexus sc400 and i was wondering if the engine has a timing belt or a timing chain...and how often should i change em and where it's located at under the hood...thanks!
