Key fobs not working (batteries replaced)

Has anyone experienced issues where the key fobs do not unlock or lock the doors.  Batteries were replaced and you can see the red lights on the key flash when the buttons are depressed.  Lexus dealer says the transmitter is behind the headliner and would have to be taken down to assess the issue.

Are you confident you are using the stock key (not an aftermarket replacement)?

Otherwise the issue should be with the dealer...
