Hard Steering

1997 LS400. Change rack cause it was leaking n change steering pump both remanufacture. Steering left r right stiff/hard. What could be the problem n how do u fix it

Might have air in the system. Are there bubbles in the power steerins fluid? Also what kind of fluid does your car take? I know my 91 takes dextron tans fluid for the power steering, not sure about your 97.

If you turn the steering wheel hard left or right, do you hear the pump straining at all? If not, you might have a plugged line or air in the system as mentioned by Daniel or possibly a defective pump. Wonder if the rack filter is clear and allowing fluid to pump?
