Brakes Grabbing?

i put on 20' wheels last year and my mother hit a pot hole and crack two of the rims, damaged the upper control arm and lower ball joint. all of that was replaced - the abs, vsc and "skid" light came on. now when i apply the brakes, it grabs and release on its own - its like the car is pumping the brakes SLOWLY. no vibration and its not abs kicking off , that would be fast pulsing. what would cause abs and traction control to come on? also, all the parts that are damage is brand new now, including rotors. is there a scan tool to check the lights?
