I also replaced the climate control panel with a refurbished unit at the same time. After it was done the outside temperature reading is fixed on -22 and never changes. Also I have no real temperature control unless i put it on max cold. My question is actually multiple questions. Is the outside temperature fed directly to the cluster or the Heater control panel and then to the cluster? Does the climate control account for outside temperature? If the OAT was working before this, then you most likely just forgot to reconnect some wiring and the sensor is not actually being read. And I think this would account for your temp control issue.
