Can Dynamic Laser Cruise Be Shut Off?

I don't like to use the Dynamic Laser Cruise Control on my 2004 LS430. It activates every time you press the cruise control button, then you have to push the stalk away for about a second to activate "normal" cruise control. Is it possible to deactivate Dynamic Cruise Control and just default to "normal?"
