'97 Es300 - No Provision For Front Plate/tag Mount...?

Hard to imagine that no provision was included for mounting a front license plate/tag, as is required here in the 'Commonwealth'....but, I see no punch-outs, etc.

Is there something I have failed to note/find...?

You're probably not missing anything. I bought our '97 ES used in Texas and brought it back to Georgia where no front plate is required. When I removed the front bracket I found it was just screwed directly into the front bumper cover with sheet-metal type screws. I had to have the holes filled and repainted.
