Ls430 Telescopic Steering Wheel Motor Not Working

I'm posting this for my dad. He owns a 2002 LS430 and both motors that operate the steering wheel no longer work. They both went out at the same time. He checked the fuses and they are fine. Though somtimes he can manually adjust the steering wheel and the motor kicks in slightly. Is this something wrong with the switch or are the motor(s) completly shot.
