I have an uncut key for our 2003 RX 300 with the remote (door locks and panic button) that is a Lexus OEM key. The locksmith that I talked to will charge me $100 to cut the key and program it and $35 to cut it "if it is programmed". That is what he told me.

So my question is, it appears to me from his statement, that a key can be programmed before being cut...is that correct?

Yes. You don't actually program the key. What you actually do is program the RXs security system to accept the key. Here are some directions:
