Multiplex Network Body Computer Function?

COMPUTER, MULTIPLEX NETWORK BODY (89211-300209) gs300 2006

What functions is this part.Located under hood relay box.Someone stolen this ecu and cut beside box (ecm box)two connectors when my car was service.No ignition anymore.Only brake lights and emergency lights.Steering wheel is locked and windows is down.I cant move car.And if this part needs to be flashed before it will work

i bought new multiplex ecu but no ignition.car is totally died.might the problem be with immo ecu? or is engine control module broken down and influences car's electricity
