I Need A New Belt Tensioner For A Ls400 1994

I just got my car back from being repaired (they repalced the water pump) and now it needs a belt tensioner. Is this dealer part only? It's making a whinning noise when i start it up and when having the A/C on also.

I have LS400 1994.

But first remove the pre-tensioner fuse and see if that solves your problem.
