Question About Center Armrest From A 98 Gs400

Hi guys,

We just bought a 98 GS400 and had a question. We opened up the center arm rest and there are two sections. The top section has what I believe to be a car phone attachment. It has wires going from it into the center compartment and has what appears to be a phone jack. Is it safe just to cut all the wires and remove it? Some wires were already cut (by the previous owner) or is there any easier way of removing it? Also, the car came with a mini speaker/microphone on the upper driver side corner of the car, is that also used for the phone?
