Instrument Cluster and other lighting questions

I have a 93 LS I my cluster lights does not work and I have been thinking about getting another cluster. Tonight I noticed that when the headlights are on and the lights start to flash, the green lights for the A/C hi low ETC also flash.

I guess my question is, is that normal for those lights to flash also when the cluster goes out. Or do I need to be looking into another problem?

I have a 2002 LS430. Is there a similar "tutorial" site for the 430?

My reason for looking is that I want to know how to romove/install/work on the instrument cluster and although I have the workshop manual CD I can't find the instrument cluster on it anywhere.
