Electric Shock When Replacing Bulbs?

So I'm planning on changing up my DRL's, in the manual it states to never touch any of the light systems in the car and to have Lexus do it for fear of electric shock? Obviously you should never touch the bulb itself because the grease from your fingers will damage it but as for replacing them is that just jargin to support the local lex dealership????
