Instrument Cluster Needles

The speedometer needle on my lexus does not move until I reach like 40 m/hr .. It keeps fluctuating up and down until I reach 50m/hour.

Any idea on how I can fix this, or what is causing this?

if the 92 speedo was mechancal, then it sounds as if it is the speedo cable or gear in the tranny.

if the 92 speedo was electronic, then it may be the speedo gear or sensor in the tranny.
