Starter circuit

2000 Lexus SC300 automatic

No start no crank scenario. Original notes: keyless does not work, but the alarm sure does. No lights on the cluster except for bottom row warning symbols. When turning the key, no clicks no noise.

I can jump the starter and it runs. Playing with the rotation of the neutral safety switch on the side of the transmission and I can get lights to come on the cluster, though (when in neutral) I cannot get the cluster lights AND green box around the “N” to illuminate at the same time.

Starter Relay: relay tested and is good. Pin 3-Always hot. Pin 5- never gets activated. Pin 1- 3.5v with key on; 12v in start position. Pin 2- 0v key on, 12v in start position. I found that if I supply a ground to Pin 1 then I can start with the key.

What is going on? What am I missing? Is neutral safety switch keeping me from starting? And what is the deal with the starter relay pins?
