rear package tray

Aloha folks, on my 07 ES 350, below the rear window is a package tray. there are 3 latches to pull up but they don't. The owner's book says nothing about them and I find nothing on YouTube. Does anyone know what this is and how to make it work?

I had a chance to look at this out of the garage today. The latch has a picture of a kid in a car seat. I suppose it is a tie down for the kid seat. Thanks for your help
