Take coat hanger wire or similar and make a 8" long piece with a little 1/2" hook at the end (90 degree). This should slip between the plexi and this top cover. Hook it and gently pull on each side and this top piece above the steering column will slide out. Then you could see if this plexi shield will just slide down and out or whatever...
